Project Description

The new City of Bend Public Works Campus represents a dedicated investment in a growing city’s public works services. Designed to replace outdated and undersized facilities previously scattered across the city, the project unifies these operations into a single, modern campus. The new 35.5-acre campus centralizes its Engineering, Facilities Fleet, Transportation and Mobility and Water Services departments while prioritizing employee wellness, cross-functional collaboration, efficiency and resiliency, sustainability, and future growth.

Kirby Nagelhout Construction Company (KNCC) and Hennebery Eddy Architects partnered together as the Progressive Design-Build (PDB), bringing a highly collaborative approach to the design and construction process. By engaging the City of Bend staff from Day 1, along with owner’s representatives, early trade partners, engineers, and consultants, it allowed for efficient communication and proactive decision-making.

The campus comprises three main structures:

  • Administrative Headquarters: a 45,500 sf, three-story, cross-laminated timber (CLT) headquarters, offering a sustainable and efficient workspace
  • Operations Building: a 65,000 sf warm vehicle storage facility, ensuring fleet readiness in varying conditions. The facility features 47,000 sf of space to hold approximately 30-60 vehicles which cannot freeze, as well as sign shops, metal and fabrication shops, and warehouse storage
  • Fleet Maintenance Building: a 28,600 sf fleet maintenance shop, designed to streamline operations and maximize service efficiency

The campus also includes a truck wash facility and a central utility plant with a 1MW Generator, 708kW of solar power, EV chargers, and 15 additional site structures surrounding parking and storage.
